Purpose of loan: Founding a research company by taking my ($1,500,000+) research group off campus. I solve high-value problems via policy-relevant computational social science. We use computers ranging from our own cluster to government super-computers to (ideally) cloud computing to simulate pandemics and related large-scale emergencies, disasters, and conflicts in order to evaluate the relative risks and to optimize the allocation of scarce resources in order to save as many lives as possible. We also do spatial evolutionary optimization for a new generation of operations-research on complex systems, to optimize organizational designs and to design disaster-resilient location-allocation of services. This summer of 2008 I am founding a research company to take my Lab Team off-campus as a non-profit research company to do this work full time. Much as I love teaching, this research is worth many times my academic salary, and full-time research work supports rather than compromises returning to academia sometime in the future. This is for secure multi-year government-funded research on topics for which funding is increasing by an order of magnitude, and which is not tied to or dependent upon the current administration. (Personal income will increase to approximately $150K when funded at half-capacity, up to $300K when funded up to full capacity.)
